Direction Amend Gold Coast City Council planning scheme to incorporate a code dealing with floor area bonuses and to repeal the existing Planning Scheme Policy 18.
Reasons for giving direction Planning Scheme Policy 18 was deficient in that it is not sufficiently transparent, objective or certain in the following respects:
  • No objective criteria against which to assess proposed bonuses.
  • No minimum standard required in urban design, infrastructure, landscaping and other relevant provisions for proposed land uses such as setback provisions and shadowing.
  • Does not clearly specify what bonus is able to be awarded for a number of the chapters (particularly chapters 8, 9 and 10).
  • Does not give clear and explicit explanation as to how bonuses are to be calculated.
  • Provides inadequate direction for planning staff and councillors in determining bonus approvals and provides opportunity for duplication of bonus approvals for the same actions within a development application.
  • Provides inadequate guidance for concerned members of the public as to the scale and extent of development which may be acceptable under the planning scheme in the area.
  • Increase the risk of inconsistent decisions made on development applications that rely upon PSP 18 to achieve floor area bonuses.
